How to buy a car from Denmark and bring it to Romania: Bilbogen, price and export

A practical guide for a Romanian buyer: Danish documents, encumbrances in Bilbogen, export refund, transport, RAR, VAT and registration.

Yes, a private individual resident in Romania and not registered for VAT may buy a used M1 passenger car from Denmark. Do not pay a deposit until you have tied together the seller and VIN, both parts of the Danish certificate, the absence of encumbrances in Bilbogen and transport valid for the entire route. The Danish refund is a separate procedure, not a guaranteed price reduction.

The decision before the deposit

Keep registers and documents, the physical inspection and Romanian formalities separate. The first provide recorded information, the inspection describes the condition accessible on the day of the check, and RAR, the tax authority and SPCRPCIV decide the requirements in Romania. No layer replaces another. 1 2 3

Compare the VIN on the car with the certificate and the contract/invoice. Check the seller's identity, right to sell and continuity of ownership. Request the originals, the purchase document and the technical documentation; a copy does not automatically replace an original required by RAR or SPCRPCIV. Stop payment if anything does not match. 4 1 8 9

The Danish certificate has two parts: check and receive both. Part 1 accompanies a car driven abroad, but a copy of it does not transfer ownership. 5

Check Bilbogen before payment. A debt or security interest registered against the car may follow the vehicle to the new owner, and a syn report or technical inspection does not remove the encumbrance. 6

From 25 February 2026, Article 159(5²) requires the purchaser of a means of transport to have the fiscal certificate relating to the local budget at their home address, which can be replaced by electronic verification; paragraph (6) provides for the nullity of acts concluded in breach of paragraphs (5) and (5²). The text does not expressly clarify its application to a direct contract with a foreign seller. Before signing, confirm the specific procedure with your local tax authority, without assuming the validity, nullity or exemption of the Danish contract. 10 11 4

The car's condition and the limits of checking

Bilbogen, the documents and the syn report do not replace an inspection. Check the chassis, brakes, repairs and diagnostics; an estimated refund must not conceal repairs or transport. 6 7

RAR Auto-Pass contains only data from the RAR register. It costs 42 lei when data exist, is valid for 60 days and issues a free negative result when there are no data. The negative result does not prove a clean or complete external history. The legal duty to hand it over concerns vehicles placed on the market, registered or entered in the registration records in Romania, not automatically the Danish seller on the first direct import. 12 13

The CarAudit inspection covers up to 270 points, depending on access, a lift and a lawful test drive. It does not involve dismantling, excludes faults arising later, and the certificate is not a guarantee within the meaning of the Civil Code. It does not promise a complete history, every test for each VIN, transport, RAR, taxes, registration or the absence of future faults. 3

The export price and Danish refund

The refund is not an automatic right of the buyer and may differ from the advertisement. Before signing, agree in writing the claimant, recipient and effect on the final price. Do not deduct an estimate before the authority's decision. 7

The refund procedure requires the extended registration/customs inspection, normally no more than four weeks old when valuation is requested. It also requires surrender of the plates and proof of actual export. Export must be proved within three months from the request for valuation, not from its completion; the declaration/receipt is additional evidence, not the only evidence. 7 14

There are deductions and exclusions. A security interest in Bilbogen on the date of the application leads to rejection. The contract must allocate the risk of rejection or of a lower amount. 7

Transport from Denmark

Danish temporary stickers are ordered no more than 14 days before first use, are valid for a maximum of seven days and identify the driver and purpose. A person without CPR/MitID has an official route, but must still follow the procedure and present the documents. 15

The guidance confirms travel from Denmark towards/through Germany, not acceptance in Austria, Hungary and Romania. For the DK–DE–AT–HU–RO example, obtain written confirmations for the countries, dates, driver, owner, plate, ITP and insurance. If a segment remains unproven, use transport with the vehicle carried as a load. 15 16 9

The Romanian limit for a resident using foreign plates is a maximum of 90 days from entry into the country. It does not extend a plate, registration, ITP or insurance that expires earlier, does not run from the contract and does not validate international transit. 17

RAR, VAT and registration

For a used vehicle last registered in the EU, RAR issues the vehicle identity document (CIV) directly only if there is EU type approval and the configuration has not been modified; otherwise it may require individual approval. RAR carries out the technical check and authenticity certification. A CoC is mandatory in the WLTP route indicated by RAR, usually after 31 August 2018, but the year alone does not decide. 1 8 18

Authenticity concerns identification and the previous document. The certificate is for one registration only and for a maximum of 60 calendar days; it does not prove condition, ownership, the absence of finance or a complete history. 2 18

VAT classifies the car as new if it has no more than 6,000 km or is delivered no more than six months after first registration. It is used only above 6,000 km and more than six months later; equality at either threshold remains in the new route. 19 20

A new vehicle for VAT purposes bought intra-Community by this private individual is taxable in Romania at the standard rate of 21%. Above both thresholds, additional acquisition VAT in Romania does not normally arise, but the invoice and price depend on the seller and the normal or margin scheme; do not assume a net price, deduction or refund. 19 20 21

If the registration applicant is the intra-Community buyer not registered for VAT, the file requires the ANAF VAT certificate confirming that VAT has been paid or is not due. For a new vehicle for VAT purposes, D301 and payment precede registration, no later than the tax deadline; foreign documents submitted to ANAF must have authorised translations. The ANAF certificate is not the local tax clearance certificate. 4 22 23 20

Within 30 days from issue of the CIV, not from the contract, declare the vehicle to the local tax authority and record the ownership document. Registration must be requested from the SPCRPCIV competent for the home address, with the fiscalised document, identity, CIV, RCA valid for the owner/authorised holder, valid ITP and authenticity certification, fees, the originals of the foreign documents and plates and, in the applicable route, the ANAF certificate; some checks are electronic. 24 4 22 23 25

The provisional authorisation is issued in the owner's name, requires valid RCA for the correct person and is valid only in Romania. The normal period is a maximum of 90 days, including cumulative periods; if the foreign documents of a previously registered vehicle are missing, the special route is a maximum of five days. 22

Budget and file

On 10 September 2026, the certificate is 49 lei and two type-A plates are 52 lei: 101 lei for these only. From 15 September, the certificate is 76 lei, therefore 128 lei for the same items if the plates remain 26 lei each; the provisional authorisation is 25 lei. RAR, RCA, transport, translations, Danish charges and local tax are to be determined. 25 26 27

Frequently asked questions

Is a registered car automatically used for VAT?

No. It is new for VAT purposes at no more than 6,000 km or when delivered no more than six months after first registration. It is used only above 6,000 km and more than six months later; equality means new. 19, 20

When do I need the ANAF certificate?

When the registration applicant is the intra-Community buyer not registered for VAT. The certificate confirms VAT paid or not due; for a new vehicle for VAT purposes, D301 and payment precede registration. It is distinct from the local tax clearance certificate. 4, 22, 23, 20

Does the 30-day tax deadline start with the contract?

No. The deadline starts when RAR issues the CIV. The owner declares the car to the competent local tax authority and records the ownership document for tax purposes for registration. 24, 4

Can I come from Denmark with Romanian provisional plates?

No. The authorisation is in the owner’s name, requires valid RCA for the correct person and permits driving only in Romania. The normal limit is 90 cumulative days; without foreign documents, the special route is a maximum of five days. 22

Do 90 days extend the Danish plates?

No. The limit runs from entry into Romania only while the registration, plate, ITP and insurance remain valid. Earlier expiry prevails; the limit does not validate international transit. 17

Does an Auto-Pass without data prove that there were no accidents?

No. Auto-Pass reflects only the RAR register. The free negative result does not confirm a clean or complete external history; the document with data costs 42 lei and is valid for 60 days. 12, 13

Do Danish stickers cover the entire journey?

No. They are ordered no more than 14 days beforehand, are valid for a maximum of seven days and identify the driver and purpose. The guidance confirms Denmark–Germany; Austria, Hungary and Romania require confirmation for the actual route and dates. 15, 16
